Quick Summary / Abstract:
Background: As a result of the efficiency study conducted of the Curriculum & Special Projects Department, and in keeping with Board priorities supported during our budget workshop, new job descriptions have been recommended and are presented herein for Board approval. These final recommendations for reorganization and/or restructuring, along with new funding designed to meet assessed student needs, have resulted in the following proposed new job descriptions:

- Director of Secondary Education
- Director of Elementary Education
- Director of Assessment & Accountability
- Coordinator of English Language Development (ELD) & Title I Programs
Status In keeping with the efficiency study recommendations, these proposed Director positions would replace three existing Director positions, which will be eliminated.

The position of Vice Principal of Virtual Learning Academy was created in response to community feedback and Board and District priorities established, reflecting a desire for some students to remain in distance learning, even as we return to full time in-person learning in 2021-22. This allows for our District to retain and support students who may choose to participate in the distance learning model.

Additionally, a job description for the position of Early Literacy & Equity Coordinator is being presented, in response to a requirement of the California Department of Education (CDE) that districts institute substantive preventative measures in general education to strengthen Tier I instruction to ensure that there is not an over-representation of any particular ethnic demographic among students with a disability.
Fiscal Impact The fiscal impact of the new Curriculum & Special Projects Director salaries will be offset by the elimination of three existing Director positions. The Coordinator of ELD & Title I Programs salary will be 100% funded by LCAP funds, and the Director of Assessment & Accountability salary will be 75% funded by LCAP funds and 25% from the General Fund. The Vice Principal of Virtual Learning Academy salary will be paid for out of the General Fund. The Early Literacy and Equity Coordinator salary will be paid for out of funds allocated for Tier I instructional purposes.
Superintendent's Recommendation: Approve the job descriptions for Director of Secondary Education, Director of Elementary Education, Director of Assessment & Accountability, Coordinator of ELD & Title I Programs, Vice Principal of Virtual Learning Academy, and Early Literacy and Equity Coordinator.
