Quick Summary / Abstract: The Board will take public comments regarding the 2021-24 Local Control and Accountability Plan (LCAP) in compliance with the California Education Code.
Background: As part of the State budget and Assembly Bill 97, the Local Control Funding Formula (LCFF) was established for public schools throughout California. LCFF is based on a weighted student formula which provides supplemental funding and concentration grants for each pupil classified in at least one of the following categories: English learner, foster youth, or low-income. Implementation of the LCFF is intended to increase transparency and reduce complexity; reduce administrative burdens; improve funding equity across districts; and improve local accountability. To this end, each district develops and implements a Local Control and Accountability Plan (LCAP) which describes how districts intend to meet annual goals for all pupils, with specific activities to address State and local priorities identified in Education Code Section 52060(d). The eight priority areas identified by the State include:

1. Basic Conditions/Services
2. School Climate
3. Student Achievement
4. Student Engagement
5. Other Student Outcomes
6. Parental Involvement
7. Course Access
8. Implementation of the California State Standards
Status The LCAP is required to be adopted by June 30th at a regular public meeting of the Board of Education. An extensive Listening Campaign was facilitated to obtain feedback and input from classified and certificated staff members, site/District administrators, parents/guardians, students, and community members as well as the two District-level advisory committees consisting of stakeholders from the educational community. There is one Board-established advisory committee, of which the majority is parents/guardians to ensure the inclusion of representatives of the three specific populations identified in the legislation: English learner, foster youth, and low-income students. This Committee also includes school district representatives, bargaining unit representatives, and students. The other Board-established advisory committee is composed of parents/guardians of students who are English learners. These Committees were approved at the December 15, 2020 Board of Education meeting.

The LCAP is a three-year plan that is updated annually. The LCAP includes actions and expenditures to meet the three District LCAP goals for all students and specifically for English learners, students eligible for free or reduced price meals, and foster youth. The three LCAP goals are:

Goal 1: Increase the percentage of students who have the skills and knowledge to graduate from high school, college and/or career ready

Goal 2: Provide an engaging, clean, healthy, and physically and emotionally safe environment to support learning at the highest levels

Goal 3: Enhance parent and community engagement and communication

The LCAP Advisory Committees have provided valuable input and perspectives in the revision/update to the 2021-24 LCAP Plan based upon disaggregated student achievement data results and feedback received during the Listening Campaign. The Committees have reviewed the Draft Plan. The LCAP is aligned with the District’s Mission and Core Values.
Fiscal Impact The Draft Local Control and Accountability Plan (LCAP) outlines actions and services with an associated anticipated budget for each action item. Budget items included in the LCAP are part of the LCFF.
Superintendent's Recommendation: This is a Public Hearing and no action will be taken at this time. Action will be taken to adopt the LCAP at the Board of Education Meeting on June 29, 2021.
